Levels of Care: Iowa's Early Childhood Development Services
Iowa Medicaid is moving
to infuse best practices for developmental care into all facets of the
EPSDT Care for Kids Program. As part of
this process, Iowa has
defined three levels of developmental care for Medicaid-eligible
children birth through three years of age.
Level 1
Preventive
developmental services for all Medicaid-eligible children
from birth through age three years, including, but not
limited to:
Level 2
Developmental services for Medicaid-eligible children birth through age
three who are considered to be at risk for developmental, behavioral,
and social emotional problems. Services include:

Standardized screening of development;
social, emotional, and behavioral
concerns; and parental stress and other family risk factors

Case management
services provided by a professional to assist the child, family, and
health team to develop and implement a plan of care designed to optimize the health and development of the child
Less intensive interventions such as parenting
education and problem-focused counseling
Level 3
In-depth assessments for the purposes of diagnosis and
treatment planning,
and intensive interventions, such as
rehabilitation, psychotherapy, or special education as provided through Iowa Early
ACCESS and Medicaid’s Mental Health Managed Care Program.
